Disputes between a homeowner and a homeowners' association usually involve issues that affect the value of the property, such as view protection or pet policies. These cases can become very emotional because they involve factions that band together and sometimes "gang up" on an unpopular homeowner. Very few associations pay much attention to their rules, which frequently creates problems, and they are reluctant to spend money on an attorney.
